Gas prices in California have reached $5 in some parts of the state-a five year high.
In fact, gas prices are on the decline in most states, but not in California, where the average price is $4.18 per gallon. The average is $2.65 everywhere else.
Refineries are mostly to blame, as they often suspend operations as they switch from summer to winter blends. Also, outages from refineries that supply gas to the West Coast is a factor.
