Trump Briefed On Emergency Options For Border Wall

Money slated for the Army Corp of Engineers could be used to build a border wall if President Trump declares a national emergency.  NBC News reports that Trump has been briefed on ways he can get funding for the wall without Congress's approval.  The plan would divert money that would otherwise be used for Army Corps projects across the country.  Those include rebuilding storm-damaged parts of Puerto Rico and flood protection projects in California.  Several billion dollars in funding for a border barrier are at the center of the government shutdown that has stretched into its 20th day.
