These stories could be sources from many locations around the country, though it seems particularly bad on the West Coast.
Story number one features a transient who was busted for masturbating in public, only to be quickly released--allowing him to assault neighbors throughout the community (see the TV news report below).
Story number 2 arrives from Portland, where increase in the quantity of transients lead city officials to bring port-a-potties into some of Portland neighborhoods. Within days, the locations of the urinals became the centers of homeless camps.
