Panhandling is a Form of Free Speech?

"This case could be the Roe v. Wade of panhandling."

A federal judge has rejected the City of Sacramento's ordinance against aggressive panhandling, a ruling that will certainly have an effect on communities throughout the West.    

Late last year, Sacramento's City Council adopted the policy that restricted individuals from asking for money while standing near banks, bus stops and business driveways.  

But on the grounds of protecting free speech, U.S. District Judge Morrison C. England Jrordered the city to cease enforcement of ordinance.
